In 2018, iPeopleQmunity (formerly known as iPeople) was introduced as a community engagement app by the Council of Kuching City South to be engaged with the people through complaint and feedback management portal. The platform is then able to relay specific complaints to the relevant departments in which all tickets are reviewed for performance from the local council. The iPeople app lays a foundation of the blueprint of a Smart Community app being a key piece within the Smart City Master Plan. The project was thoroughly planned through four key stages:

Number of Registered Users Connected to the iPeopleQmunity Platform
To date, the iPeopleQmunity app has registered more than 500,000 users state wide with the major user distribution concentrated in Kuching division.
Number of Registered Premises Connected to the iPeopleQmunity Platform
There is a total of approximately 14,000 premises registered with the platform.
Number of Complaints/Feedback Received and Resolved
To date, the project has recorded, managed and resolved more than 6,051 public concerns/complaints, registered 14,999 total participants for city events with an increase of efficiency in handling high participant events.
Number of Data Entries Collected Through the Data Portal
The iPeopleQmunity has logged more than 8 million entries with more than 40 million data points since the deployment. These data can provide insightful information to support the research and development work carried out by research centres, universities and colleges to support businesses in providing strategic solutions to meet the community needs.
Number of Individuals Who Were Provided Job Opportunities from the Project
Today, there are more than 60 people in charge of the operations, upgrading, expansion and maintenance works of iPeopleQmunity. The iPeopleQmunity platform sees to work together with Sarawak Digital Economy Corporation joint venture with Sunway Group to form an Academy that will provide scholarships and financial aids to individuals who are able to exemplify talent and passion in the IT industry and cultivate these individuals to provide them with specific talents relevant to the current market trends. At the same time, the expansion of the project directly offers more job opportunities that is required to keep the project smooth running.
Total Funding Raised to Operate, Upgrade, Expand and Maintain the iPeopleQmunity Platform
The first phase of the project was initiated as a corporate social responsibility initiative by Techninier Sdn Bhd and ARx Media Sdn Bhd where the iPeopleQmunity app was able to be introduced to the public with minimal restraints. This allows the public to validate mechanism and concept of the app without much investment from the government. Upon validating and identifying the prospects and potential of the app, the iPeopleQmunity app is expected to attract an investment of approximately RM50 million to fund all the development phases and also incubate/support start-ups that are aligned to contribute towards the vision of the only Smart Community App any member of the public ever needs.
Total Stakeholders and Partners Involved in the Project
The iPeopleQmunity platform currently has more than 24 stakeholders and partners involved in the project each contributing towards a different component within the project.
WHAT IMPACT HAS THIS PROJECT CREATED IN THE COMMUNITY/ NATION?
Local Community
This project is developed to help the public get access to smart services and features that will help a community be safer and more efficient. Within an authorized and secured environment, the Smart Community platform allows the public to play their individual roles to be active citizens within the community while staying connected and updated to the latest updates, incentives and financial aid provided by the government. Currently, the project impacted the lives of more than 500,000 members of the public across 16 cities and towns within Sarawak. Kuching being the capital of Sarawak, will serve as a leading example for the successful implementation of smart city initiatives which then can be scaled and expanded to other cities and towns.
Nation
Since the launch of the iPeopleQmunity project, the project team has received numerous proposals for collaboration from different companies in Malaysia. As outlined in the twelve Malaysia Plan, smart city project in Johor, Selangor, Penang, Sabah, Sarawak has each introduced their smart city development projects to cater for their individual needs. The iPeopleQmunity app can serve as a basis and reference for other countries who wished to introduced a similar solution within their community. The core team members also attended the 2019 Smart City Conference in Munich, Germany and exchanged idea with the team from e-Estonia who are one of the world’s leading smart city examples. Other than that, the core team members were interviewed internationally to share their expertise on Covid-19 emergency response hoping to inspire other young entrepreneurs to introduce innovative solution which puts the name of Malaysia to be better known as one of the key players in the smart city landscape.
HOW WAS THIS PROJECT HELP TO ADVANCE THE CHOSEN SDG?
The iPeopleQmunity project also serves as a platform to allow international organizations, national governments, municipalities and local partners from civil society, academia and the private sector to join forces. The project is able to advance multiple sub-targets within Global Goal 11 and are highlighted as follows:
Target 11.3: By 2030, Enhance Inclusive And Sustainable Urbanization And Capacity For Participatory, Integrated And Sustainable Human Settlement Planning And Management In All Countries.
Target 11.5: By 2030, Significantly Reduce The Number Of Deaths And The Number Of People Affected And Substantially Decrease The Direct Economic Losses Relative To Global Gross Domestic Product Caused By Disasters, Including Water-Related Disasters, With A Focus On Protecting The Poor And People In Vulnerable Situations
Target 11.6: By 2030, Reduce The Adverse Per Capita Environmental Impact Of Cities, Including By Paying Special Attention To Air Quality And Municipal And Other Waste Management.
